I think Elara is the only one on the strip that is 18+. Maybe the Hilton but I have not looked into it. If it has a casino or gambling of any sort, it will be 21+ no doubt.

I can't tell you based on experience myself but I did read that Jaleo as the Cosmopolitan does smaller portions. I think they are a bit more expensive though so that is something to keep in mind!
