It really depends on your budget but I recommend the car. You can rent cars for less than 20 per day
The rental car market has really shifted this year. Going rates on sedans have been $50+ per day throughout the summer. In addition, if you rent a car most of the casinos charge for parking now. Rideshare services have also had an increase in price. You would need to balance the cost of rent + gasoline (~$4 gal) + parking vs using a rideshare service.
I found this greatly depends on where you are staying and where you plan on going. The heat can be pretty bad during the day so if you plan on going out during the hotter months, I would rent a car. I didn't do this one of my trips and greatly regretted it. You can find some pretty good deals online so it is worth considering.
